INFORMATION ABOUT THE FREE ECONOMIC ZONE “PANJ”
The Free Economic Zone “Panj” was established by a decision of the Government of the Republic of Tajikistan in 2009 and is located in the Jayhun district of the Khatlon region. The total area of the zone is 401.63 hectares. According to its Regulations, the FEZ “Panj” belongs to the commercial-complex type. It should be noted that the establishment of free economic zones is a relatively new direction in the economic development of the Republic of Tajikistan.
Geographic Location
FEZ “Panj” is located near the Nizhniy Pyanj border crossing, which connects Tajikistan with Afghanistan. This strategic location creates broad opportunities for the development of trade, economic cooperation and partnerships with entrepreneurs from Afghanistan and Pakistan.
An international highway passing near the zone connects Tajikistan with Afghanistan and the Republic of Uzbekistan.
Infrastructure
The Administration of FEZ “Panj” began its activities in 2011. During this period, basic infrastructure has been created: electricity and water supply networks have been installed, internal roads and a customs terminal have been constructed, and the entire territory of the zone has been fenced.
Residents and Activities
Currently, 19 resident companies engaged in commercial and manufacturing activities are registered in FEZ “Panj”.
In 2024, residents exported goods to Afghanistan worth more than 26 million somoni (approximately USD 2.6 million).
In 2025, exports amounted to 17.3 million somoni (approximately USD 1.7 million).
FEZ “Panj” is the only comprehensive-type free economic zone in Tajikistan where all types of economic activities are permitted.
Investment Regime
Domestic and foreign investors may carry out any activities permitted by the legislation of the Republic of Tajikistan.
Residents of FEZ “Panj” benefit from a wide range of tax and customs incentives, including:
- exemption from all taxes except income tax and social tax;
- exemption from all customs duties and taxes on the import of equipment, machinery, vehicles, raw materials and goods into the FEZ territory;
- similar benefits for the export of finished products outside the Republic of Tajikistan.
Currency Regime
Within FEZ “Panj”, free circulation of foreign convertible currency is allowed alongside the national currency.
Residents have the right to:
- open bank accounts in banks and financial institutions both inside and outside the FEZ;
- freely conduct foreign exchange transactions and settlements;
- pay salaries in national or foreign currency.
Profits of foreign investors and salaries of foreign specialists may be transferred abroad without restrictions and without taxation.
State Guarantees
Within the territory of FEZ “Panj”, the following are guaranteed:
- protection of property and investments;
- equal legal conditions for domestic and foreign investors;
- legal protection of intellectual property;
- non-discrimination of companies with foreign capital.
Registration of Residents
To obtain FEZ resident status, an investor must:
- register a legal entity with the tax authority of the Jayhun district;
- submit a business plan or investment project;
- sign an agreement with the FEZ Administration.
Registered residents receive a FEZ “Panj” Certificate, confirming the right to conduct activities under the special legal regime.
The cost of the certificate is USD 5,000 (one-time payment) and it is valid for the entire duration of FEZ “Panj” until 2059.
Visa Regime
Simplified visa procedures are provided for foreign specialists:
- reduced processing time for documents;
- possibility of obtaining a visa upon arrival in Tajikistan;
- assistance from the Administration in obtaining, extending and cancelling visas.

PROCEDURE FOR OBTAINING FEZ “PANJ” RESIDENT STATUS
- Registration of an LLC in the Tax Authorities of Tajikistan
Required documents:
- founders’ decision
- notarized translation of passport (founder/director)
- visa valid for at least 3 months (for countries with visa regime)
- residence registration
- work permit
- company charter
- Obtaining FEZ Resident Status
Required documents:
- legal documents of the LLC (Certificate, Appendix, TIN)
- application addressed to the FEZ Administration requesting resident status
- business plan
Based on these documents, a FEZ “Panj” Resident Certificate is issued. The cost of the certificate is USD 5,000.
In addition, the following agreements are concluded:
- Cooperation Agreement between the resident and the FEZ
- Land Lease Agreement
The land lease fee is USD 0.5 per square meter of land.
